Provincial Nominee Program (PNP)

The Provincial Nominee Program (PNP) is a critical economic immigration program that allows Canadian provinces and territories to nominate individuals who wish to immigrate to Canada and settle in a specific province. The program is designed to distribute the benefits of immigration across Canada based on local economic and labor market demands.

Almost every province in Canada (except Quebec, which has its own system) operates multiple PNP streams targeted at skilled workers, international graduates, entrepreneurs, and semi-skilled workers.

PNP Application Pathways

There are two main processes you can use to apply for a Provincial Nominee Program:

• Express Entry Pathway (Enhanced Nomination): Many PNP streams are aligned with the federal Express Entry system. If you are eligible for Express Entry and receive an enhanced provincial nomination, you are awarded an additional 600 points in the Comprehensive Ranking System (CRS). This virtually guarantees that you will receive an Invitation to Apply (ITA) for permanent residence in the next Express Entry draw.
• Non-Express Entry Pathway (Base Nomination): This is a paper-based or direct provincial portal application. You apply directly to the province's nominee program. If nominated, you submit a non-Express Entry application for permanent residence to IRCC. This path is generally slower than Express Entry but accommodates individuals who do not qualify for the federal Express Entry pool.

• Ontario Immigrant Nominee Program (OINP): Highly popular for tech workers (Human Capital Priorities stream), international graduates, and skilled trades workers.
• British Columbia Provincial Nominee Program (BC PNP): Features dedicated Tech streams, healthcare streams, and pathways for international post-graduates from BC universities.
• Alberta Advantage Immigration Program (AAIP): Designed for skilled workers, tourism workers, and individuals who want to settle in Alberta's growing tech and energy sectors.
